The objects you found are the collar from a "twist-catch"... a device originally designed to hold a curtain or tarp or flap of fabric in place. See the original US Patent diagram below, dated 1889. They are difficult to NARROWLY time-date, because they are still being manufactured today. (For example, you'll see them on women's purses, and truckbed-cover tarps.)

They're also very commonly used on boats and motorhomes to hold canvas covers and sunshades.
