This site has one like yours. It doesn't tell exactly how it is used, but it is Span Am era, pre WWI, horse harness. Those US emblems were even on the blinders for the work horses.

It's called a back band it is a piece that is a part of the "saddle" on a pulling harness. Not a saddle like you sit on, but the weight bearing collar portion of a harness
