The holes are rectangular, but it was not machined. They are hand cut. The object is about the size of a belt buckle.

Mending Plate?

A modern piece of flat steel with two or more nail holes is called a mending plate. Used to make short pieces of wood longer. I don't know that they were made in colonial times, but they are so handy it's hard to imagine they werent.
