I'd say a part to some kind of knob for funiture or similar.And the rust looks to be built up is why it may not come off very easy.Something like these maybe.

I could go with the roofing nail but need one clarification. all of the newer roofing nails have the head attached to the nail. Would this one have had a head (that has corroded off) that when hammered down would hold the bigger "washer" down and thus hold whatever the roofing material is down?

You are correct. It is just a washer held in place by the nail.

Some time ago someone posted info in a thread about people using half cents as roofing washers as they were cheapers than buying washers. Not sure it's true, but that's what they said. It was thread about half cents.

I don't know about a roofing nail... I think its a pin for a powder actuated fastener. we used lots of them like that shooting things to metal and concrete...
