I found this near Pilot Mtn, NC. It appears to be maybe a rough and weathered piece of tourmaline but I dunno. I tried scratching it with a knife and I couldn't. It has a vitreous blue-green color and looks to be in a compacted, fibrous-like form. Anyone have any suggestions to what I have here? I would really appreciate it!

I'd guess Kyanite, since a knife can't scratch it.

More than likely Kyanite, only because, Kyanite can also be green or colorless, it's one of tree polymorphs of Al2,SiO5 that's associated with Sillimanite and is found with Corundum, and these minerals are mined, I believe? In both Mason, and Yancy Co's. NC. That is, somewhat common to yer region there, I think? imho

Rockhuner1620 hit the nail on the head. Kyanite. This mineral has two planes of cleavage one perpendicular to the other. You can see this in the 2nd picture. Great find.
