Looks like the leather tag on the back of a hunting vest where you put your game tags. Monty

It looks about the right size for a luggage name tag. You can see the tabs on the back where it could be seperated to put a piece of paper between.

May well be a tag holder of some sort, but the tabs seem to be to short & flimsy to attach to anything or to have any function other than holding the back on. If it is a tag holder, my guess is that it was used in a fashion similar to the one shown below. I assume the perforations on the front are solely decorative. ... the ones on the back .. who knows?? .. perhaps strap attachments??
