ID Help on Navy Insignia

I believe this may be a Federal Navy Insignia (Chief Petty Officer)? It is one-piece construction and has some gilding – no idea on the age? It was an excavated piece found in the 1950s along the Columbia River. It has a single perforation made by native peoples to ware are adornment.

Looks like a pretty typical 1812 period British Royal Navy button with a broken shank.
