ID help on item found at CW camp

I found this item at a civil war camp in eastern NC. I have no idea what it could go to and could only find the three pieces. Hope someone has seen this before. Thanks for any help!

Escape wheel from a clock? -only perhaps, as I realize this isn't the common type with exterior teeth.
