My first thought was "snaffle bit". But the heavy link with the tiny eyelet doesn't make any sense to me. Maybe others will chime in with better ideas...

I can't put my finger on what it's off of, but I've seen similar on devices where you raised a lever and this piece, that was attached to a small chain, went over the lever to keep it from lowering on it's own.
