ID help and cool little bell

Found this scouting a new site today. Any idea what it is?











Of course, had to run by our site where I found the British Cooper yesterday and dug this



And then in the hardest dirt road I've dug, found this cool bell about a foot deep!

first pics are of a lead seal, I have one similar and JeffofPA Id'd it for me

Lead seal is correct. Nice find. I have found several over the years and some are older with company names and location.

it looks like United States on one side with agency in the middle and I can't make out the words on the other side. what would the lead seal be used for? And thanks for the ID
