It looks like a gas cock valve. They were very ornate. They were used to control the flow of natural gas to gas lights.

Sweet info! I didn't think it was that old. Makes sense though because of the age of other things I've found in my yard. Thanks everyone

I'm a docent at a local historic mansion that was built 1882-1883. Though most of the lights have been converted to electricity, they were of course originally gas. That's almost certainly what yours is, and circa 1880 is about right. Lights back then used coal gas which provided a bright but mellow light.
