I've never seen one this small, I think it's a pepper mill. It's definitely a grinder of some sort. It's brass. The bottom is marked France on one side and SBM on the other. It is only 2 inches tall and 1 1/8 inch wide at it's widest diameter. I've searched high and low for a comparable and have found nothing close. Any ideas?

Okay, after another hour of looking I found one that is similar. I used many different variations of key words and I finally got a hit on Google images with "personal brass pepper mill" as my key words. This one is a little taller than mine and made in Greece but it'll work for an ID. They seem a little pricey too. Thanks Breezie for the hint. Here's what it says about the history of these-

Originally designed for the Greek Army to grind coffee in the field, this mill is strong, beautiful and works great. The patented grinding mechanism cleaves the pepper to maximize the exposed surfaces of the peppercorn that results in more pepper flavor. Pepper can be ground into the attached collecting cup to add measured amounts to your favorite recipe or directly onto food. Hand crafted in Greece.
