It is an setup for bow fishing. The arrow is attached to a line that is spooled in the bottle type blue thing.

It actually looks like the shooter experienced a very dangerous phenomonon called "snap back" that happens when the string catches on somthing, and goes tight in mid-air, causing the arrow to "snap back" at the shooter. It's never actually happened to me(knock on wood), but if it did, I'd be real tempted to dump my bow in the drink, too.

Were you able to restore it? Is it usable now? Was that an arrow hung up in there?

I read the previous comment and I suppose if it "snapped back" at me it'd be history too.

Yes it is!
We used to paddle in the back waters shooting carp when we were kids.
Some of those big ole carp would take us for a spin hauling our little jon boats with them!

That is an awesome bowfishing rig. I like to shoot carp and I have the same reel.
