I live in cali right off hwy 49 and was doing some work and found a piece of quarts with a bit of gold. Then while digging for a project i found a bunch of blue clay I have quart everywhere out here is it worth panning?

Could you post a picture of the quartz rock?

Whether it is worth panning depends on the rock. Only way to know for sure is to crush it to powder (or near powder) and then pan it out.
