I know it's a little buckle but

I have never seen one that has thick (I'm assuming brass?) yet pliable metal still attached to it. I found this last week under where a house sat and the only other period relic I found was a straight hit Williams Cleaner. Any idea if this little buckle could possibly have been CW era and preserved so well because it was safe from the elements? The rest of the yard we searched was pretty junky and just a few clad coins popped up.

It's very small Isaac ,about the diameter of a quarter. I think the buckle is brass and the bendable green material is copper. I wonder if it could have been on a saddle pack or maybe a haversack?
