Brass? What material is sandwiched in between? Do the holes go thru?

Oddly, it looks like the insides of the add-on turn signal switch on my '48 Chevroltet. I don't think that's what it is but it is amazingly similar in size and appearance - except for the decorative thing sticking out of it...

I thought it might be a wax seal marker but the lack of design makes this doubtful, then i thought it might be a card holder for a diner guest but cant see any way to keep card from sliding off, so I ended up convincing myself it is a game piece like we would use for a monopoly type game.

Since is has holes and is a small size, I think it's the 'turn' knob (center portion) on a Victorian door bell. Interesting find, Breezie

My first guess would be from a piece of "horse tack" ,given where you found it.
