Looks newer, older valves were brass. Yours looks like plastic or rubber. Like the one below, although yours looks like the bottom that get pressed in the wheel is missing. Not sure how long they've been made like this, but could be going back to the 40's or 50's.

The OP may be a young person who may not be familiar with such a thing, especially a thing that is out of its normal resting place....like a bicycle tire....
