I can't figure it out...

I found this in some old fair grounds along with the other items.... any ideas?? There is a small piece of leather attached to what appears to be the bottom. Thanks >>>M

Here's some better pictures....and yes... there's part of a Pat. date.... 19?? and a name above it. It looks like it could maybe spell oregon?
