Explorer posts are not usually very large. The Tulsa Area BSA Council probably have records that would allow them to track down the owner. It might be a cool return. Who knows, the owner may be local officer now.
 

Just as a thought.. the "10-7" could be in reference to the radio lingo mean they were signing off the radio and shutting down.

Could be reference to this persons retirement.

Nice find. My Grandaughter is in the Explorer's at her school her in Texas. A great program for the Kids.
