No clue, but the double ramps, and oval hole reminds me a slide button release. Slide the button forward, and it pulls up on the lock inside to release it.
Then handle can be depressed or raised to release something.

At first thought, I was thinking of a brief case lock. But it's too thick and heavy for that...don't know...:dontknow:
