I'm almost positive that is a property marker post.
They are found on the corners of property lines.
They are typically buried at least 18-24 inches deep.
That's my guess.
Edit, I think survey witness point is more accurate.

My thought that the slight bend leans towards it being a large tent stake.

There isn't any way to be certain that it is a concrete form pin, property survey point or tent stake.
Its just my opinion that people shouldn't claim things as fact, without actual facts behind it.
IMHO.

as mushroomed as the head is i would say construction. survey stake is only pounded on once.

Horses can be staked out. I recall one I asked why the people didn't do anything with it but feed it...And the answer was that they were likely going to eat it.
Dogs. Goats... Who knows what all can be tethered.
I've used a u-bolt as a swivel. Have seen used well points used as stakes too.

Stake is not that big for a horse. But a stake is a stake if the animal is introduced young enough.
