My first impression is:

J.C. Whitney or Pep Boys generic, after-market wheel cover.

Not sure how you'd research that other than brute force eyeballing from internet images.

There is a Name I forgot "J.C. Whitney" I gave them allot of Business at one time. (70's I think)
