It is either a coal hammer for knocking off pieces from a larger chunk or an ice house hammer...or both!

Looks like a small ice pick like Mud Hut said.

I just remembered that in the winter my family's horse's water bucket freezes over, and I have to use something similar to crack the ice off. As suggested before, it could be something like that, that is my current guess on what it might be. Probably very old, maybe colonial.
