Mid-19th century for sure. I've got exactly the same and did some research on it a long time ago. They supplied goods for colonies and were providers for Army and Navy. The buckle is military.

Quite possible. I read that many types of CW buckles were manufactured in England and shipped to Confedarates. However, when the cause was lost, Brits were stuck with extra supplies.

Apparently SW Silver and CO also made Rifles for use during the Boer War period perhaps your buckle was a marksmanship badge ? i included a photo of the rifle and some information that be helpful Dd60

SW Silver of Cornhill were a very versatile company. They manufactured basically everything from pen-knives to cables and books. There is a lot of info about them on the net. However, this particular buckle is a part of a sword buckle with its tongue missing and can be dated to the 1850's.
