HOW did I not see this?

Just made some headway on this token. Nobody could figure it out, but I should've known better. It is depicting the seal of the state of Delaware. That being said, I still have no idea what it is exactly. Any ideas? Thanks for looking.

Maybe the bottom of a state military metal? Something issued to the National Guard perhaps?

I've looked at Revolutionary War, Civil War, WWI, GAR, State and Commemorative medals, and found nothing that matches. Not saying it isn't a medal, I've just haven't found anything matching.

Another site said the seal was changed in 1907 .
