Found at a house dating back to 1747. Suppose ably, a tannery was operated on the property and not far from the house. It is made of brass, has the 3 small holes 2 of which are filled with lead?, It has a narrow slit where it looks like material ( cloth ) was placed and then held in by the 3 lead plugs. Thanks for looking.

My first instinct is this is the female part of a two part clasp on a pouch or briefcase or something similar. As in the split part was slipped over the edge of a flap and riveted on. Would also be somewhat logical around a tannery if they actually worked leather into finished goods. Just a guess.

David680's guess (he said it's a guess) is correct. More specifically, it is a leather valise strap's brass tip, which fit into a corresponding clasp, for latching the valise closed. See the photos below... which you'll need to enlarge to see the brass strap-tip more clearly. I want to give our fellow T-Net relic-ID helper BuckleBoy public credit for originally providing the ID. I learned what it is from him, and he also provided these photos.

If I recall correctly, BuckleBoy said it is from the mid-1800s (as the photo filenames indicate).
