Horse tack and lead toy?

Found these two items in the same field.
You think its a horse artifact and how old?
The lead piece reminds me of an old toy that you would put string through the holes and spin it. Could it me a spur or a dough cutter?

Looks like a whizzer to me, too! The other piece looks like the screw tab is broken off, but it is a bolt cover like seen on old poster beds.
