Is there a post on the back of the military item? Without seeing the back I'm guessing it is a military police collar disc.

The pendant is a take-off on a coin of Greek sphere of influence in the 4th century BC. Probably Sicily or Carthage. The head is Persephone, crowned with barley and surrounded by dolphins. The horse head and palm is a common theme throughout the area. Sometimes, the palm is behind a running or standing horse. Sometimes arranged like yours. I think they kind of faked the script, which doesn't really look like anything authentic. This one is typical:
