I don't know anything about horse buckles, harnes, saddle etc... Why is this buckle not rusted like others? Is it old? What exactly or where would this buckle be on a horse and finally would you see a buckle like this on a horse today?

I don't know where exactly these buckles would've been--but I'm guessing bridle. Yes, I would imagine that these buckles are still in use today--very much the same style.

It isn't rusted because it is made of brass. There were iron ones too, but we dig those less frequently since they sound like crappe.
