Horse bridle rosette

I believe this is an old horse bridle rosette from the 1800s. I found it on the bank of the Machias river by Machias Maine. It is not in very good shape. It is made out of copper with either cement or lead in the back.

My grandpa found the exact same or almost the same in a confederate camp. The picture is the Tennessee state seal. Probably civilian although I couldn’t find much on it.
