Horse bridle or saddle buckle and rosette??

This is stamped PAT OCT 22 89. Is it 1889?? Any idea on buckle type it age is appreciated. Found next to cellar hole found on 1880 map but dire contaminated with 60s trash bad. Also found possible rosette but is thin copper and seems too delicate. It's 3 inches in diameter. Both found in same 5 foot area.

You have a conway buckle, depending on size, used to adjust harness, or possibly head stall or halter. The other item I have no idea.

Oh yes, the date would reflect the patent was 1889, but that type of buckle is still used and manufactured today.
