Hook for what?

Dug an old iron hook last week I believe may have to do with horse tack but not sure any help would be appreciated. It's 4" long by 2" wide. I also found 3 pewter spoons I'll post later thanks for looking.

Looks like a snap fastener for a halter. I’ve found one very similar to yours. Cool find!
