My guess as well. Layers of oil paint on rock. The rock came from an outdoor lot where paint mixing/painting took place. It is spilled/slopped paint. Maybe an area used for repainting boat hulls, judging from the colors. The glass-like layer could be a resin they applied over paint or fiberglass.All those layers remind me of what happens in a can of really old oil based paint. The shape and what looks like rock on the upper part is what's throwing me a curve.
