I don't know what it is suppose to be, but it looks man-made to me ... a pottery fail of some sort.

All those layers remind me of what happens in a can of really old oil based paint. The shape and what looks like rock on the upper part is what's throwing me a curve.
My guess as well. Layers of oil paint on rock. The rock came from an outdoor lot where paint mixing/painting took place. It is spilled/slopped paint. Maybe an area used for repainting boat hulls, judging from the colors. The glass-like layer could be a resin they applied over paint or fiberglass.

That makes sense...
 

It's easier to visualize the paint theory with the picture turned over. The pigment at the botttom, separated by slight difference in densities, with the vehicle on top, be it linseed oil, varnish or some more modern binder evidenced by the amber color, with the solvent and drier long evaporated out, leaving it as the thinner layer on top. I have plenty of old cans of OneShot lettering enamel that have been sitting for many years now, that have begun this very long process of settling out and eventual solidification. Hope this helps.
