Actually i believe it is a tiny desk top Mortar for repelling misguided bosses and pesky co-workers! but thats just me, could be the quill thing to i suppose.

I have Never seen one posted on TreasureNet. If that's what it is, then it is one heck of a find! Looks like it's pewter. If so, it may need some 50/50 elmer's glue and water painted on it to keep it from flaking away.

Jim it stand's about 1 1/2 " tall.
It's made of pewter.
Haven't washed the inside out to see any ink.
