It's a padlock. Turn of the 20th C give or take a decade...

Many padlocks had a brass case with steel internals. The internals would rust away & form a " Rusty-Crusty " surface, hiding the keyhole, as this one has done.

Looks like the back rather than the front of the padlock. Find the other half and you will have your keyhole.
