Its called decoupage,My grand mother used to have us kids do those every year to enter in the county fair
Pretty hard to say how "Old",it is,I will say its not likely an Original due to the fact the edges appear burned just like we used to do

I have a wanted poster for John Wilkes Booth that is done that way. I always hoped it was a reproduction as doing them that way renders them pretty much worthless, except to you.

My wife used to make those in the 80s. We wouild sometimes burn the paper edges and/or soak in strong ice tea. I would cut the plywood for her and she would pour something called Decapour (spelling?)over the tops. But we would never use a real antiquity item because it would damage it. I would sell tham at the flea market. For this reason alone, My gut feeling would be a novelty item. An internet search should reveal others. Also, it's on plywood, and Henry Rifles date back before plywood.
