Help with these two tags I found about 4 inches out in the surf today.

Was at the beach for a quick hunt when I pulled up one of these tags and then about 600ft South I found another tag. I hope someone can help and just remember its all about having FUN!! Thanks again all and HHto everyone.

Thank you everyone who replyed back. Just to add I found a circle with a cross hallmark on the darker tag so maybe this helps out more. HH everyone.
