I think it is called a great seal coat button. Very common. WWI or II.

Yep it's a great seal button. It looks like it has black enamel on it. If it doesn that would put it around WWI

I have a can of these cuff buttons and I believe I found a match.
- R.L. MFG. CO. - NEWARK N.J. which is the R. Liebmann Manufacturing Company.
Its a WWI button. Mine is black too. I dont know why the brass turned black so quickly.

After looking at yours, and studying mine for some time, I did make out the exact same thing on mine. That's AMAZING!!! Thanks for all your help. That is the first real button that I have found with some real age to it.
