Help with Item ID

Hello,

I'm new so if I don't get things quite right, please go easy on me... I found the attached while digging in a box of treasures. Usually I can figure things out but this one has me stumped. The pics pretty much describe it. It is chrome plated brass and the contents, gauze, paper, and felt plug were inside. (I was hoping for gold dust too, but no luck.) It appears to have a cardboard gasket in the lid. Lid reads "Pat. Applied for"

I would appreciate any help on it.

inclined to say its modern - chrome plated and clean
its some sort of a air filter system,

explain how the metal item is related to the the organic items
any odor?

The inside has no odor, it is clean without any burnt residue. The tubes are two different sizes. Thanks for the input.

Yes, I believe so. Here's one that's even more similar:

A nickel plated inhaler which could be used for either nasal or oral inhalation.
The bottom of central tube unscrews and would be filled with material or cotton wool doused in the liquid to be inhaled. The lower tube was used for oral inhalation and the upper tube for nasal inhalation. The cap is marked PAT Feb 16 1897
