I think you are right. The part of the clip that slides into a bracket would be spring loaded to lock in place. Push in and slide out. Could have even been a clasp for a bible or diary. It's called a Tuck Lock Clasp.

Thanks for the ID RW, now I just have to see if I can find a date for it , trying to see if it ties into the time period of other military stuff found there , the only real other thing I have found that wasnt dated in the time the military was there was a WRA 25-35 shell casing , still old but not as old as the military activity. The bible or diary could be a good guess.
