help with ID of this object please

Cannot figure what this item is. Small, fits into the palm of my hand, heavy for its size. Picked up on auction today.
Not sure if it is silver plated - no markings.

I'm guessing it's a cigarette case or is it too thin for that ? Maybe for those funny "left handed cigarettes" ? If there are no markings I have no guess as to what it's made of.

It is not a compact case or cigarette case. There is a mirror on the inside of the lid which makes one think it is a powder compact. But inside the case are the loose strips of metal, these come out leaving another sort of frame with rough paper underneath. The opening catch is at the bottom unlike all other "cases"which have a clasp in the centre. Thanks for the interest

Better pictures of the parts you are talking about might help someone Id it.

Maybe it is for writing secret codes backwards.
