Great Seal button. With rim, manufacturing started in 1910. They were black from 1910-1923, so if it has black paint on it that would be the date range.

Rimless started in 1902. In 1910 they added a rim.

Actually, they were gilt, bronze or black from 1910-1917, black from 1917-1923 and gilt or bronze thereafter
