Looks like generic Japanese export-ware to me, and likely late 1800s to early 1900s. The absence of any kiln mark or signature isn't a good sign for quality. In theory, from March 1891, exports to the US had to be marked with country of origin but often these pieces just had an adhesive foil label with that information and a factory name or the agent/importer's name.
It looks to be transfer-ware with a bit of hand-applied pigment wash, although not "flow blue".
