Obviously designed for a specific purpose, it's not decorative, so it's likely to be a utilitarian function. :icon_scratch:
Looks to be a fairly heavy casting and with the loop attachment, maybe saddle tack or a knapsack related function.
Date wise, I'm thinking early 20thc. :thumbsup:

I do think its some type of sword belt/scabbard buckle, but can't place it right now

Nice find! I'm no expert but wouldn't a military item of that size have a manufacturer's mark or ID of some kind?
