I used to have pennies on my dash that warped and bubbled up from the heat. My guess is post mint heat damage

Modern US clad coinage has a tendency to bubble up when exposed to extreme heat.
Depending on the location of your find... I would say it was lost/tossed into a campfire and deformed.

Not shot, it was heat as stated. If shot the other side would be indented.
