Help what is this old military item?

Found this at old 1880's ghost town, I thought maybe top of military hat, but can't find on google can any body help?

It's about 8 inches by 2 1/2 in. Brass and was fastened by brass pins to steel that rusted away.

May not be military. Could have been a decoration for almost anything. Dresser, cabinet etc.

Definitely has that late 1800's style to it. Very nice American cultural icon right there.
They put eagles on everything back then, much more than they do now.
