Help to identify strange metal circle

I found this next to a river. I have no idea what it is. It kinda looks like a bracelet, but has sharp points on the inside to discount that theory.
The diameter of the ring is ~2 inches.

I think it is brass or steel...

Looks like it was hinged. Maybe a watch? It sure looks interesting. When in doubt check it with a magnet. Cool find nontheless!

That'd be my guess. The bezel for some type of guage. The arrows indicating the range field, similar to the red lines on this a/c pressure gauge-



or the yellow ones on this compass-
