HELP on I.D of Belt Buckle/Early Eagle...

A friend of mine own's this buckle but asked if i could I.D. which i can not at this time so i turn this over to the inteligence of TN member's!!!
Of course i was NOT told exactly where he got it but i have dug a dump on his property so i'd guess he may have gotten it there(Erie County,PA.)...

That is a bridle rosette, from the early part of the 1900s.

US Army began using the Great Seal insignia around 1902 until the 1930's. The rosette probably is from WWI era 1915-1919.
