HELP! Military Button ID Please

I have gone through multiple web pages that show all the markings on the back and I cannot find this anywhere.

It's a flat-faced brass button with, what I believe is, "SURFACE FINE PLATE" on the backside.

Can anyone tell me what this is?

I have a dozen or so from my 103yo grandmother's button collection that are all from this period.
