Hello, WELCOME to the forum. Could you post a pic of the bottom? How many inches tall is it? Is the brownish stuff rust or is it dirt? :) Breezie

thanks it's about 1 1/4 '' tall the brown stuff is glue?

There is a possibility your find is an inkwell 'if' the top/lid is removable.There needs to be a way to fill the container with ink. Every antique inkwell I've seen had a lid/access to the pot. Judging by the pics, it looks pewter.
You said the brown stuff on the outside was glue. This tells me it had a covering of some type; perhaps leatherette or paper. Someone could have used this inkwell as something else by gluing paper or leatherette on the outside or it could have been originally made this way. With the embossed work on the outside, the covering could have been an after thought. The entire object is has glue residue including the bottom and hole. Through the years, the covering disintegrated.
Is the area within the red circle some type of hallmark or markings?
Another thought I had was an antique pewter perfume bottle.

there dosn't seem to be any markings on it and the cover will not open (fixed), will clean a little better and look for a mark

Do you think the top is in a fixed position from the manufacturer or from years of being buried in the dirt? Spray some WD-40 on it, then after it has had time to work, gently try to use a knife blade to see if it will open. Breezie
